James A. Cisarik, Enterprise Products Holdings LLC’s senior vice-president of government affairs and public relations, has been elected chairman of the Texas Pipeline Association (TPA).

Nelson Martinez has been named Venezuela’s minister of petroleum, according to Petroleos de Venezuela SA. He succeeds Eulogio Del Pino, who was named petroleum minister in 2015 in addition to serving as president of PDVSA. Del Pino has been president since 2014 and retains that role.

Jean Gould has joined the Petroleum Equipment and Services Administration (PESA) as senior director of public policy.

The Western Energy Alliance has named Kathleen Sgamma, who has served as the organization’s vice-president of government and public affairs for several years, as its president. She succeeds Tim Wigley, who has served as the Denver-based independent oil and gas producers’ organization’s president since 2012.

Thomas D. Hutchins, vice-president of environmental, health, and safety for the natural gas business of Kinder Morgan Inc., has been elected by the INGAA Foundation’s board as its new chairman for a 1-year term beginning Nov. 5.

Daniel J. Weaver has been named president and executive director of the Pennsylvania Independent Oil & Gas Association (PIOGA). The move is effective Sept. 1.

Hilary Moffett has joined the American Petroleum Institute as a director of federal relations, where she will handle energy and environmental priorities.

John Grainger, manager of the Fugro NV drilling service line for Europe, Africa, and the Caspian region, has been appointed a director of the British Drilling Association (BDA). 

Pamela D. Feist has been named president of the 2016-17 executive committee of the American Association of Professional Landmen (AAPL). The committee comprises seven members who are appointed together.

Walter Thain, managing director of Petrofac Ltd.’s engineering and production services (EPS) West business, has been tabbed as chairman of the Oil & Gas UK’s Efficiency Taskforce (ETF), an industry initiative launched last year “to tackle the fundamental behaviors that drive cost escalation in the UKCS.”
